Transportation Demand Management (TDM) is an approach to reducing traffic congestion and solving transportation problems by curbing the use of single occupancy travel through the promotion and use of public transit, carpooling, vanpooling, walking, bicycling, teleworking, or flexible scheduling. All of these options lessens the number of vehicles on the road, reducing the need for additional roadway capacity and parking.

Traditionally, traffic issues are addressed from a supply side perspective. When traffic becomes too burdensome for a road to bear, roads are either added or expanded at a significant cost to the community. When roadway capacity is increased it can sometimes create new problems in the long run, such as higher crash rates, additional pollution, more intense energy use, and suburban sprawl.

Transportation Demand Management proposes ways of reducing the number of vehicles traveling on those roads in a cost effective manner, often producing better long term results. In many ways, it is a more efficient way of using transportation resources.

Transportation Demand Management is also dynamic. It increases the number of solutions for transportation problems and can be implemented at a much faster rate. It can also be used to address temporary issues, such as traffic impacts from special events, construction, and even disaster management.
